This week in 1982, the City Council began the budget process for the 1982-83 fiscal year.

Among the biggest issues discussed were a raise for city employees; the municipal golf course was listed separate from the Water Department for the first time; new expenses for commissions and boards; and Council member raises.

The proposed budget was expected to be without $66,000 in sales tax revenues and $63,000 short in state sales tax revenues.

In 1969, the BVD plant began shipping underwear from Winslow to 11 western states. The factory, located on tribal lands, was the first commercial business owned and operated by the Hopi Tribe. At 120,000 square feet, it was the largest factory in Northern Arizona.

Many people believed the factory would be "a shot in the arm to the struggling town."

70 years ago

In 1935, James Braddock defeats Max Baer in a 15-round fight in New York City to become the world heavyweight champion. Baer was a 6-1 favorite but the votes for Braddock were unanimous.

The fight as well as Braddock's underdog story have been captured in the current film, "Cinderella Man" starring Russell Crowe.

Even though the ending has been exposed, the Winslow Mail story said the match was a "slashing fight from start to finish."

84 years ago

In 1921, delegates of 11 western states met in Salt Lake City for the second annual convention of the Park to Park Highway Association. The group's agenda was to create a highway system that would link all of the National Parks.

Putting aside differences from the first convention, the group decided the route should be scenic and be in the best interest of commerce and the military. Judge L.V. Root of Winslow was on the Board of Directors of the organization.
