Capital Improvement Plan essential for bond proposals<br>

Many governments finance capital projects through the issuance of bonds. This is the norm in many states and local governments, as well as in county governments across the United States.

I want to be clear that although the new proposals for bond financing have been given much attention, the Navajo Nation has issued several bonds, and the Navajo Nation maintains the ability to secure financing by issuing bonds.
